RULES AND REGULATIONS

THE SOCIETY   (to be fully up dated in the next few weeks)

The Society is governed by a Council which consists of 15 members at least two thirds should be pure bred breeders

Council members are elected at the AGM and serve for 3 years but are eligible for re election at the end of those 3 years for a maximum of 6 years when they have to retire  for at least 1 year.

The President is elected by the AGM, and serves for 2 years.  They are entitled to attend all meetings but, unless already a Council member, will have no vote

The Council elects a Chairman and Deputy Chairman and 4 Committee Chairmen. 

The Committee Chairman and the Council Chairman (or in their absence their Deputies) shall comprise the 'Executive Board'

The Horse Inspectors are elected by Council.  In addition a member of Council is appointed to serve a period of 2 years with the Horse Inspectors

FORGING THE FUTURE

Recommendations of the Strategy Group and approved by Council

 

1          THE PRESIDENT

 

Job Description and role

  • This office would be open to members and non members.
  • Potential candidates would be considered by Council and nominated to the AGM which would then  elect the President.
  • The President would serve for 1 year but be eligible for re election.

 

The President’s Duties

  • Be an ex officio member of Council but with no voting rights unless he or she was also a Council member.
  • Open the AGM then hand over to the Council Chairman
  • Preside over the formalities of the annual AGM Dinner
  • To promote the interests of the Cleveland Bay at all the major shows/events of the Society
  • Communicate with the CO for direction where applicable
  • The Jack Welford Trophy would continue to be awarded by the President every 2 years after consultation with the CO

 

2          THE COUNCIL

 

Job Description for each member

·        To become a Trustee of the Society having read and understood an informed brief on  the responsibilities and implications.

·        To declare any ‘conflicts of interest’

·        To make a commitment to serve on Committees and take a full and active part in Society business

·        To sign an acceptance of these duties and responsibilities

 

 

Council’s Role

  • 2/3rds of members will be pure bred breeders as defined by the Articles of Association with Council having the power to decide who qualifies in the event of dispute.
  • 15 voting members will be elected at the AGM to serve a 3 year term. 
  • All current Council members will resign in 2007 including any Officers who are serving on Council.

 

For the 2007 election the 5 successful candidates with the lowest number of votes will serve for 1 year, the next 5 lowest for 2 years and the remaining 5 for the full 3 years.

  • One third of members will normally retire each year in rotation.

  • No member can serve more than 2 consecutive 3 year terms unless there are insufficient candidates in which case the retiring member may seek re election at the AGM for the unfilled post for a further term of 3 years.
  • Retiring members must stay off Council for at least one year before being eligible for re election unless there are insufficient candidates.
  • Council’s role remains as defined by the Articles of Association clause 20 “Powers and Duties of Council”

“The Council, subject to the control of the Society as determined by a General Meeting of the Members of the Society, shall exercise all the powers and perform all the duties of the Society, and shall have power to do all such things as may be necessary for the attainment of the objects of the Society mentioned in the Memorandum of Association.”  

  • Nominations for Council must be received in writing, on the appropriate Nomination Form, at the Society’s office no less than 7 days and no more than 40 days before the AGM and be supported by completion of the Society’s pro forma
  • The Chairman of Council and Deputy will be elected annually by Council from Council members and may serve a maximum of 6 years before being out of office for at least 12 months before  being eligible for re election.
  • The Council will meet at least once each year.
  • Nominations for Committee Chairmen will be voted on by Council after each AGM.
  • The Executive Board,  comprising the Committee Chairmen, shall select the membership of the individual committees after each Council member has expressed committee preferences.  The Executive Board’s selection will be subject to Council approval if required by any Council member.
  • The Council shall receive reports from each committee and review future strategy. 
  • In the event of retirement or death of a Council member Council will have the power to appoint a substitute in accordance with Article 15

4          EXECUTIVE BOARD

 

Job Description and role

  • The Executive Board will comprise of the 4 Committee Chairmen, the Chairman of Council, the Treasurer and the Chief Officer
  • The Chairman of the EB will be a member of Council.
  • In all cases Deputies (who must be members of Council) may attend in the absence of any Committee Chairman.
  • They will be  Directors of the CBHS Company
  • To appoint a Treasurer who can be co-opted but must be a member of the CBHS and will be appointed a Trustee.
  • To manage the financial administration of the Society.
  • To regularly review Society investments.
  • To receive annual budgets from the Committees and make recommendations to the Council.
  • To approve draft annual accounts prior to submission to Council.
  • To prepare an annual report for Council.
  • To consider budgets and forward plans from each Committee.
  • To prepare composite budget and forward plan for the whole Society.
  • To be responsible for the Chief Officer, the Committees and the  Society’s employees; and be responsible to Council.
  • To appoint the Chief Officer
  • To deal with any matter which falls outside the Committee structure or requires immediate action.

  • To be paid for all expenses to a minimum of £500 and thereafter by approval.

ADMINISTRATIVE ASSISTANT

 

Job Description and role

  • To provide administrative support to the CO, EB, Committees and Council.
  • To receive daily Society correspondence.
  • To process passports and registrations.
  • To maintain financial records.
  • To liaise with outside bodies concerned with the day to day running of the Society  such as the Animal Health Trust, Central Prefix Register.

STALLION LICENCING PROCEDURES

EXPLANATORY NOTES

 

Currently there are 3 types of stallion licence issued by the Society

 1          BASIC LICENCE – all colts must have at least a Basic Licence if their progeny out of a mare entered in the full    stud book or Grading register are to be eligible for registration in the full stud book/ Grading register.

 The grant of a Basic Licence is ordinarily subject to a satisfactory veterinary inspection and endoscope as determined by

the CBHS without the horse being inspected by the Society Inspectors although the Society can exercise its discretion to

require an inspection where it considers it appropriate to do so.

A Basic Licence is issued only as proof or breeding and veterinary soundness at the time of the veterinary inspection.  It is not an indication of the quality of the horse or its compliance with Breed Standards.

** An owner can request a Society Inspection

 2          BREED QUALITY APPROVED LICENCE – owners of  stallions can put them forward at any time for Breed Quality Approval  once their fertility has been established with stock on the ground. An application for QA will often follow on from the grant of a basic licence to a young colt in a previous year but this is not a prerequisite.

 This licence is a seal of approval from the Breed Society in terms of the quality of the horse and therefore will only be granted after a full inspection by the Horse Inpectors and a satisfactory veterinary inspection with endoscope. A QA licence will only then be granted following the Horse Inspectors recommendation and acceptance by the Breed Committee.

 Only QA stallions are eligible for Premium status, and only Premium stallions are eligible for the King George V cup competition.

Premium Status – Between 10 and 12 stallions are selected each year from those QA stallions put forward.  A Premium stallion is eligible to compete for the King George V Cup competition and also receives some financial assistance provided by the Horserace Betting Levy Board

3          PART BRED LICENCE – the progeny of any stallion with either a Basic or a QA licence are eligible for the Part Bred Register. 

 A Part Bred Licence is awarded  to Part Bred stallions subject to the same Veterinary and Society inspections as for a Pure Bred. 

 The CBHS reserves the right, at any time, to inspect any horse that is the subject of an application for licence or has an existing licence of any type.

 

4          INITIAL INSPECTION  -  a colt may be licenced from 2 years of age subject to a satisfactory vet report from  a veterinary surgeon appointed by the Society

 In the case of a 2 year old the veterinary report will not be carried out until the spring of their 3rd year.  The report must include an endoscopic examination the cost of which will be borne by the colt owner.

 The application fee for the initial licence is £25 but the fees for the veterinary inspection will be paid by the Society*

*In the case of applications for overseas licence Applicants are responsible for the veterinary fees.

 5          APPLICATIONS FOR BREED QUALITY APPROVAL – an owner of a stallion with a Basic Licence can put their stallion forward at any time for Breed Quality Approval once their fertility is proven.

 For these subsequent inspections a fee of £25 is payable to the Society and the costs of the veterinary examination, if required, are the responsibility of the stallion owner and a deposit of £150 may be required by the Society with the application.       

If the stallion is not successful the application can  be repeated by the owner in following years.

 6          6 YEAR OLD INSPECTION - A veterinary inspection will be required for all stallions to stand at 6 years (or 3 years after initial licence).  This veterinary inspection will include an endoscopic report.  The veterinary costs will be borne by the stallion owner. 

 Subject to a satisfactory veterinary report at 6 the stallion will ordinarily be licenced for life unless exceptional factors intervene which require the revocation of the licence.  

NB:   Your colt must be capable of being lunged for the Veterinary Surgeon to make a satisfactory assessment of respiratory health

RULES AND CONDITIONS FOR STALLION LICENSING

 

1.         ALL STALLIONS

            All pure and part-bred Cleveland Bay stallions must comply with these regulations if their           progeny are to be eligible in the Registers of the Cleveland Bay Horse Society.

 2.         APPLICATION FORM:

            A Licensing Application Form must be completed and returned to the Cleveland Bay Horse Society together with the appropriate fees

 3.         VETERINARY EXAMINATION

All stallions must be examined by a Veterinary Surgeon approved by the Society 

For a Basic Licence colts may be inspected from 2 years old upwards by a Veterinary surgeon approved and selected by the CBHS.  The costs of the vet’s fees for a Basic Licence will be paid by the Society for the first application (*with the exception of overseas applications where the fees are the responsibility of the Applicant).  Any subsequent inspections will be charged to the owner. 

 In the case of a 2 year old the veterinary report will not be carried out until the spring of their 3rd year.  The report must include an endoscopic examination the cost of which will be borne by the colt owner.

            Applicants for Breed Quality Approval in years after the issue of a Basic Licence are responsible for the fees of the Veterinary Surgeon (if required) and may be required to pay a deposit of £150 with their  application – any balance will be refunded or any excess charged.   The vet, if required)  will be appointed by the Society

         An endoscopic examination and satisfactory report is compulsory for all licenced stallions .  This examination should   be carried out at the time of initial licence application and  to stand as a 6 year old (or 3 years after initial licence).  The cost of endoscopy is the responsibility of the stallion owner.

 4.         SOCIETY INSPECTION FOR BREED QUALITY APPROVAL (QA)

All applicants for QA  are subject to inspection by the Society's Inspectors, or their authorised deputies, for breeding, fertility, blood lines, conformation, type and soundness.     

Stallions must be taken to an Inspection Centre at a specific time.  The Inspector’s report will be forwarded to the Breed Committee.  The Breed Committee’s decision will be final and binding but, if turned down, the applicant may present the stallion for inspection the following year.

 5          APPEALS PROCEDURE

The Owner may appeal, to the Council of the Society, against rejection.  The appeal fee is £100 refundable if successful or at the Council's discretion.

            Vet's and other fixed costs necessary for the appeal will be charged to the Appellant.        

            If a horse is rejected the owner may follow these alternative procedures:-

             5.1       Present the horse for examination in subsequent years on paying the proper fees

            or

            5.2       Appeal in writing to the Council of the Society who will consider the written                               evidence put forward; and their decision will be final and binding on all parties.

             The Council will not consider any appeal until the fee of £100 has been paid in full.

 6.         INSPECTION CENTRES:   

            These will be selected by the Society depending on the number and location of applications        each year.

 7.         DNA ANALYSIS

All stallions must be DNA analysed before being licensed and the results placed on the Society's confidential records at the Animal Health Trust, Lanwades Park, Kentford, Newmarket, Suffolk, CB8 7UU      

            DNA analysis is to be carried out at the owners expense.

 8.         OTHER RULES ON CLEVELAND BAY LICENCES:

            Licences will continue to be issued to stallions which comply with the following conditions:-

8.1.                  6 YEAR OLD VETERINARY EXAMINATION:  For all stallions a current veterinary

                        certificate complying with the Veterinary Standards must be sent to the C.B.H.S. before the

                        30th September in the year before the stallion is 6 years old and, if satisfactory, the stallion will

                        be passed for further use.

                         A report of endoscopic examination must be included.

 8.2      COVERING CERTIFICATES:  Covering certificates will be issued for use during the current season.  A certificate must be issued for every mare covered and the book returned to the

                        C.B.H.S. at the end of the season.  Stallion owners pay the CBHS for these certificates.

 8.3       ARTIFICIAL INSEMINATION:  Stallions being used for A.I. must comply with

the Society's A.I. rules and conditions.  The A.I. certificate must be completed in all cases. Forms are available from the Society.  The DNA of both sire and dam is obligatory

 8.3       SWABTEST:  The Society recommends that all stallions be swabbed and that each mare owner is advised make     their own enquiries into, and satisfy themselves of, the health status of the stallion and the premises.

             At the Society's discretion if any matter referred to above is unsatisfactory, the covering

            certificates will not be issued and any progeny born to the stallion in subsequent seasons will not

            be eligible for registration with the C.B.H.S.

 9          RETROSPECTIVE COVERING CERTIFICATES

            A colt may be used without approval at the owner's risk. 

            Application to licence the colt should be made at 2 or 3 years old and, if approved, covering certificates will be issued retrospectively. If not approved no certificates will be issued and any progeny will not be eligible for registration.

RULES FOR ARTIFICIAL INSEMINATION

1 The donor stallion must meet all the requirements for natural service.

* be registered with the Cleveland Bay Horse Society.

* be licenced for breeding with the Cleveland Bay Horse Society

* be bloodtyped or DNA analysed and recorded on the Society’s records at the Animal Health Trust.

2 The semen must be certified as being the semen of the named stallion by the Veterinary Surgeon or such competent person as approved by the CBHS and stallion owner or owner’s agent concerned with the collection and preparation.

3 The recipient mare must meet all the requirements as for a natural service.

In addition pure bred Cleveland Bay mares must be DNA analysed and recorded on the Society’s records at the Animal Health Trust.

4 Insemination of the mare must be carried out by or under the supervision of a Veterinary Surgeon or other competent person.

5 The documents "Semen Collection Certificate" and "Artificial Insemination Certificate" duly completed and signed must accompany the semen in transit.

6 The "Artificial Insemination Certificate" must be countersigned by a Veterinary Surgeon or competent person when the mare is inseminated.

7 The resultant foal/foals must be DNA analysed before being accepted for entry into the stud Book.

8 The Society reserve the right of approval or rejection as for a natural service.

9 These rules are formulated by the CBHS and are not taken as any guarantee or warranty as to the viability or quality of any semen collected in accordance with their use. The CBHS advises all parties involved in the proposed use of Artificial Insemination to satisfy themselves that semen collected for Artificial Insemination is suitable for its intended purpose.

The rules for embryo transfer are the same as for AI in that all stages have to be verified by a veterinary surgeon and parentage tests via DNA samples are required.

As this is a fairly new process the Society will continue to review its policy

 

REGISTRATION

PURE BRED REGISTRATION

To be eligible the animal must be pure bred - by a licenced stallion who is in the full Stud Book out a mare in the full Stud Book

1 Only the breeder can enter the animals and they must be fully paid up members of the Society

2 The current Society application form must be completed and an official Society covering certificate or AI documentation must accompany the application

3 The correct fee must accompany the application as follows

If before December 31st of  the year of their birth £20

If after December 31st of the the year of their birth £25

4 All animals must be bay with black points and no white markings other than a small white star. Roaning in the coat is not acceptable.  A Declaration has to be signed by the breeder stating whether there is any white or other mismarking.

All animals with white markings (or other mismarking) which are not considered to be acceptable will have the Breed Committee’s comments recorded in their passports and the Stud Book entry

If there is any white or other mismarking this must be described and 2 or 3 good colour photographs submitted

NB ALL overseas applications are to be accompanied by good colour photographs - 1 taken from each side, one from the front and one from behind

5 The breeder has to declare if the foal is by natural service or AI. If AI the relevant documentation must be enclosed

6 The ID chart must be completed by a Vet or Society Technician and show at least 5 whorls. The chart must be completed neatly as it is copied onto the passport.

7 A maximum of 26 characters (including spaces) is allowed for a name and if a prefix is used it must be registered to the breeder and with the Society.

8 The Society reserves the right to refuse any application or to defer it until the animal is seen by the Horse Inspectors

9 As from January 2002 a hair sample must be submitted for DNA analysis which will include a parentage test. DNA sampling kits are to be obtained from the office with the application forms.  Only a vet or Society Technician may take the sample and it should be taken at the same time as the ID chart is completed.

At present and due to the generosity of the Horserace Betting Levy Board, once registered, a foal born in the UK is eligible for a Foal Premium.   In 2006  this will be set at £200 per foal.

PLEASE NOTE:  In accordance with EU Decision 96/78 any Society is now obliged to register any pure bred animal whose breeding is proven if the parents of that animal are both in the Society’s Stud Book.  This applies even if the animal is by an unlicenced stallion or a stallion that has been refused a licence.

Any such males will be put on Grade Register D and females on Grade Register C.  The passports and Stud Book entry will be endorsed as applicable.  No premiums will be paid.

THE RULES FOR ENTRY ONTO THE PURE STUD BOOK GRADE REGISTERS

1. INTRODUCTION.

In 1997 a new system of grading was introduced because it was thought that the Breed was losing good mares of pure blood because of miss marking.

Into this system was incorporated the old Grading Register for mares whose pedigrees did not carry enough Cleveland crosses for the full Stud Book and a more natural progression towards Stud Book registration was set out.

There are now 3 Grade Registers for females, A, B, and C.

Grade D is a male register into which all the male progeny of Grade Register mares are put and also any males rejected, for some reason, from the full Stud Book

2. THE GRADE REGISTERS

2.1 Grade C .

The standards for entry onto the Grade C Register are as follows: -

Only females are eligible

Minimum age of 3 years old.

Minimum height of 16.0 hh with at least 8 ½ " of bone measured with a tight tape immediately below the knee at the smallest part of the limb.

All animals must be bay with black points and no white markings other than a small star. Roaning in the coat is not acceptable.

The mare must be accepted by the Breed Committee as having more than 50 % pure Cleveland blood (the usual figure is 75 %); and the animal should normally have been entered in the Society’s Part Bred Register.

The mare must have a traceable ancestry.

The mare must have an examination by the Society’s appointed veterinary surgeon for soundness and freedom from hereditary disease.

The mare must pass an examination by the Society’s Inspectors who will take into account suitability and type; and who will have regard to, but not be bound by, the veterinary surgeon’s report.

The mare owner must pay the current inspection fee and any other cost required by the Society.

The mare’s sire must carry a current Pure breeding licence from the Society and the Society’s covering certificate must accompany the application; except where a Grade D stallion is allowed under these rules. (See Grade D)

The Breeder must sign the originating application to the Society’s Registers and the current owner must sign the transfer application.

The current application form must be completed in full to the satisfaction of the Breed Committee.

Once a mare has been initially accepted she will be placed on the Grade C Register; and will be entered, with name and number.

 

2.2 Grade B & Grade A

The female progeny of a Grade C mare by a CB stallion with a Pure Bred licence will be automatically eligible without inspection for entry onto the Grade B Register; and female progeny of a Grade B mare by a CB stallion with a Pure Bred licence will be eligible for entry onto the Grade A Register.

The female progeny of Grade A mares by a CB stallion with a Pure Bred Licence will be eligible for inspection and entry to the full Stud Book subject to the rules for entry being met as set out in paragraph 2.1:

2.3 Grade D

The male progeny of a Grade Register mare by a CB stallion with a Pure Bred licence will be eligible for entry onto the Male Grade Register D; Grade D males will, if retained entire, be eligible for a Part Bred licence only.

The male progeny of a Grade Register mare or Stud Book mare by a Grade D stallion will only be eligible for entry onto the Grade D Register.

The female progeny of any Grade Register mare or Stud Book mare by a Grade D stallion will only be eligible for entry onto the Grade C Register subject to the normal inspection rules.  

2.4 Full Stud Book

All progeny of Stud Book mares by a CB stallion with a Pure Bred licence are eligible for entry onto the full Stud Book subject to the following:

The Breeder (and the current owner) must sign the original application form.

The application must be completed in full to the satisfaction of the Breed Committee

All animals must be bay with black points and no white markings other than a small star but subject always to the discretion of the Breed Committee. Roaning in the coat is not acceptable

Other matters of confirmation and hereditary disease will be at the discretion of the Breed Committee

Fillies with white markings, that are rejected for the Stud Book but otherwise would have been acceptable, will be eligible on inspection for the Grade Register and their female progeny only will be eligible for the full Stud Book under normal rules of inspection. The Breed Committee would have discretion to recommend fillies for acceptance within the Grades under this rule; owners of rejected fillies may appeal to Council.

All applications for the Grade Registers or the full Stud Book must be accompanied by the current fee. 

3. APPEALS PROCEDURE

Any applicant may appeal to the Council of the Society against a decision of the

Breed Committee subject to the following rules:- 

The appeal must be made in writing and sent to the Secretary of the CBHS

The appropriate fees must be paid in advance

The Council's decision is final and binding on all parties

4. RULES FOR SHOWS

The rules recommended to Show Societies for showing in Pure Cleveland Bay classes are as follows: -

Animals that are eligible:-

All females entered in the Society’s Stud Book or Grade Register, and their foals if they are eligible for entry into the Stud Book or Grading Registers.

All males entered in the Society’s Stud Book.

Colt foals that are eligible for Grade D may only be shown in purebred classes as foals. As yearlings or older they remain eligible for part bred classes.

 

 

 

 

PART BRED APPLICATIONS

1 To be eligible the animal must have at least one great grandparent in the full Stud Book

2 The breeding must be proved to the satisfaction of the CBHS.

If it is not possible to prove the breeding applications are sometimes accepted if supported by some written evidence of the believed breeding and a few good colour photographs. In this case the passport may be stamped "Breeding not Verified"

3 Whether by a Cleveland Bay stallion or other stallion an official covering certificate should be enclosed.

4 The correct of £25 (or £20 fully paid up members) must be enclosed

5 The ID chart must be completed by a Vet or Society Technician and show at least 5 whorls or other identifying features. The chart must be completed neatly as it is copied onto the passport.

6 A maximum of 26 characters (including spaces) is allowed for a name and if a prefix is used it must be registered to the person who is registering the horse and with the Society.

7 The Society reserves the right to refuse any application or to defer it until the animal is seen by the Horse Inspectors

8 If the animal is by a pure or part bred CB stallion but that stallion is not licenced by the CBHS then entry will be accepted, by virtue of it grandparents,  provided some proof of the covering is provided and on the understanding that the passport will be endorsed to the effect that the stallion is not licenced.  The unlicenced stallion will not count as a generation for registration of future progeny of the applicant animal

TRANSFER OF OWNERSHIP

1 Each horse registered with the Society is issued with a passport (or in the case of older horses a pedigree certificate)

2 When a horse is sold the transfer box should be completed and signed by the Vendor giving the name and address of the new owner.

3 The passport should then be sent to the Society Office, by either the Vendor or the Purchaser as arranged between themselves, together with the correct fee as follows:-

Part Breds - £15

Pure Breds - £15 (unless exported from the UK)

Pure Breds for export Colts £100, Fillies £200

Pure breds within the country to which they have been exported £15.

British Horse Passport - £15

 

DUPLICATE PASSPORTS

LOSS

If a pedigree certificate or passport has been lost or destroyed a duplicate may be issued for the fee of £20 provided the Society is satisfied as to the loss of the passport and the identity of the animal

UPGRADE

If your horse has an old style pedigree certificate and you would like to up grade to the new passports then send the old certificate together with the fee of £10 (fully paid up members) £20 non members and a request for a new passport. The old certificate MUST be returned

PREFIXES

The CBHS is affiliated to the Central Prefix Register,

Any word used to prefix the name of more than one horse has to be considered a prefix.

Any prefix must be registered with the Central Prefix Register and with the CBHS

To register a prefix you need to contact the office who will check that

a) the prefix is available with the Central Prefix Register

b) that the Breed Committee approve the prefix

An application form is available from the office and it should be completed and returned with the fee of £32 (UK) or £42 (Overseas).

Once registered a prefix can only be used by the person who is registering the horse. If you have bred a horse then sold it, but wish to use your prefix to name it, you need to register the horse in your name and then transfer the ownership (as above in Transfers)

The prefix will be registered for use with the CBHS its use can be extended for use with other Societies by applying to the CPR for 'Extended Use'. At present their fee is £18.

PREFIXES REGISTERED WITH OTHER SOCIETIES

If you have a prefix registered with another Society but wish to extend the use for the CBHS then you need to apply to the CPR for Extended Use (as above)

PREMIUMS (Pure breds only)

At present the Society is able to offer premiums to the following groups only through the generosity of the Horserace Betting Levy Board. The Government is to disband the HBLB and future funding though possible is by no means certain.  The grant is a finite amount and has to be applied for each year.  It can only be spent in accordance with the HBLBs rules

The amount of each Premium is set each year and does vary

Premiums are only available to animals in the UK

The purpose of the premium payments is to encourage breeders to breed pure breds and to improve the quality of the Breed in the UK

FOAL PREMIUMS

To be given to the breeder of any pure bred foal registered in the Stud Book. For 2006 this is set at £200 per foal. This premium is paid automatically upon registration being completed

MARE PREMIUMS

The owner of any pure bred mare is invited to put her forward for consideration for Premium Status.

The mare will be inspected by the Society Inspectors (an inspection fee will be due) and if considered to be of premium quality will become a Premium mare after a satisfactory veterinary report (and DNA sample if one has not been previously taken) are submitted.

Once she becomes a Premium mare she remains so for life unless unusual circumstances arise.

The Premium is paid to the mare owner and for 2006 coverings is set at £50

The full rules are set out below

CONDITIONS FOR THE MARE PREMIUM SCHEME

1 Only pure bred Cleveland Bay mares are eligible which are entered in the Society's Stud Book (including Grade Registers)

2 Mares have to be a minimum of 5 years old in the year of foaling to be eligible - i.e 4 years old in the year of service provided she has already had a foal.

3 Mares have to have bred at least one foal prior to approval. The Inspectors may require some written evidence if progeny is not already entered in the Society's books.

4 Mares will be inspected by the Society's Inspectors who have authority to approve or reject all applications.

5 After initial approval mares will be required to provide, at the Applicant's expense, a Veterinary Surgeon's Certificate stating that she is free from listed diseases and defects. Forms for this inspection will be sent to you for your vet or there may be a Vet available at the Inspection Centre who will carry out the examination.

A sample of hair for DNA analysis (if not previously taken) will also be required and the fee for the analysis is payable by the mare owner. A DNA sampling kit will be provided by the office. The sample must be taken by a vet or Society Technician

6 If approved mares are put on the Society's Premium Mare Register for life unless a future veterinary examination indicates an hereditary defect.

7 The Society reserves the right to withdraw, at any time, the Premium status.

8 Inspections will take place at locations to be arranged by the Society. After receiving your application you will be informed of the date and the location of your nearest inspection centre.

PAYMENT OF MARE PREMIUM

1 Premium mares will be eligible for a grant towards the service of any registered and licenced pure Cleveland Bay stallion provided that the mare is under 18 and has had a live foal in the last 3 years. Where the mare is over 18 or has not had a live foal in the last 3 years the premium is payable on the production of a live foal.

2 The grant will only be paid on production of the Society's covering certificate.

3 The grant is payable on the service fee in the year of application provided the application is made before the mare foals. THIS GRANT IS NOT PAID AUTOMATICALLY you need to submit the large portion of the original covering certificate. This is then endorsed and returned to you so that it may accompany the application to register the foal.

4 The amount of the grant will be at the Society's discretion.

STALLION PREMIUM

Stallion Premiums are awarded annually and each year the owners of all stallions licenced for pure bred breeding are invited to put their horse forward.

Stallions put forward are inspected by the Society Inspectors in the autumn of the year before they would, if accepted stand as Premium stallions.

Approximately 12 stallions are selected each year

Stallions are selected on their quality but geographical location, achievement, bloodlines etc are all taken into account.

The stallion Premium is paid in 2 halves - the first after attendance at the King George V Cup competition and the second on return of their covering certificates at the end of the season

RULES FOR STALLION PREMIUM

1.ALL PURE STALLIONS: The Premium Scheme is open to all pure Cleveland Bay Stallions holding a QA licence for pure breeding from this Society. All stallions licenced for Pure breeding before 1998 are considered to be QA licenced.

2. OBJECTIVES: The prime objective of the Scheme is to improve the pure Cleveland Bay breed by awarding premiums each year to those stallions considered by the Inspectors to be of sufficiently high standard.

3.VALUE OF PREMIUMS: Around £500 will normally be offered to each stallion owner payable in two equal instalments (after the King George V Cup and on return of covering certificates at the end of the covering season).

The Society may at its discretion offer reduced premiums for any reason and it varies from year to year.

4.APPLICATION FORM: The application form must be completed for all entrants including those applying for their licence.

5.SOCIETY INSPECTION/INSPECTION CENTRES: All stallions will be inspected by the Society's Inspectors at the same location as for the licensing Scheme. The Inspection Centre will be notified.

6. NOTICE OF PREMIUMS AWARDED: Because of the variety of locations for inspection, there will be no decision on the number of premiums to be awarded until after all inspections are completed for that season. The Secretary will notify the successful owners thereafter.

7. SOUNDNESS: It is not a prerequisite of this Scheme that a veterinary certificate for soundness be produced each year but a Veterinary Surgeon may be in attendance at the Inspection Centres to confirm soundness if called upon.

8. AGE LIMIT: The lower age limit for the Premium Scheme is dependant only upon the Stallion having got his Society Licence. A stallion may still be entered in anticipation of getting his licence. The upper age is 18 years.

9. MAXIMUM STUD FEES FOR PURE MARES: All stallions awarded premiums will have to comply with a maximum stud fee in respect of pure Cleveland Bay mares only. FOR THE 2006 SEASON THIS FEE WILL BE FIXED AT £250

10. OBLIGATION TO TAKE PURE MARES: All stallions awarded premiums are expected to take all Pure Cleveland Bay Mares put forward unless considered unsuitable by the stallion owner.

11. KING GEORGE V CUP COMPETITION: It is a condition of the Premium Scheme that all Premium Stallions attend the King George V Cup Competition for the Champion Stallion. A veterinary certificate MUST be produced if the horse cannot attend.

12. ADVERTISING: It is a condition of the Premium Scheme that all Premium Stallion owners contribute to the cost of any advertising of the stallions if the Breed Committee feel that such an advertisement(s) should be placed
